Frank Joe, Jr. was born on June 29, 1942 to his parents Frank Joe, Sr. and Lucy Quan Joe in Helena, Arkansas. Frank graduated from Helena High School in 1961 and attended college at the University of Central Arkansas in Conway, Arkansas.

Frank was baptized at First Baptist Church in Helena, Arkansas as a youngster.

Frank worked in the family business until he was in his twenties. The Frank Joe Grocery store was located on 402 West Plaza Street in West Helena, Arkansas. As a young adult, Frank was an active tennis player and loved fishing.

He moved to Houston, Texas and worked in his first company as a machinist at welding company. As an employee at Delta Airlines, he worked for 20+ years in many capacities until he retired. Being a very active person, he did not like retirement and went to work at the Dennis Tool Company in Quality Assurance for another 10 years.

Frank was preceded in death by his parents; his younger brother, Edmund; and his younger sister Annie Jean Stell.

He is survived by his younger sister, Lucy Jean Fong (Ping); his only nephew, Joseph Fong (MuYun); and his only niece, Dawn Marie Webb (Russell) and her three children, Joey, Stella, and Samuel Webb; as well as many family relatives.

Frank was a kind, caring and helpful human being. He will be missed.
