Charlotte Jo Cissell Oates, 80, died on Tuesday, February 2, 2021, in West Memphis, Arkansas. She was born January 17, 1941, to E. E. and Sarah Cissell. She was a lifetime member of Bassett Presbyterian Church in Bassett, Arkansas.
Charlotte was preceded in death by her parents; husband, Harper Lee Oates, Jr.; two brothers, Paul David and John Cissell. She is survived by her daughter, Cynthia Gadberry (Emmett), of West Memphis and granddaughter, Emma Lee Stewart (Hunter) of West Memphis, Arkansas; a brother, Carl Edward Cissell (Gwenda), of Bassett, and a host of nieces and nephews. She loved her family very much, and will be dearly missed by all who knew her.
Visitation will be held on Friday, February 5, 2021 at 10:00am, at Roller-Citizens Funeral Home in West Memphis, Arkansas.
In lieu of flowers, memorials may be sent to a charity of your choice.
Roller-Citizens Funeral Home will be following guidelines issued by the Arkansas Department of Health and the CDC regarding COVID-19. Social distancing of at least six feet must be practiced and all funeral attendees must provide and wear their own mask.
Harper was like an older brother and Charlotte always made me feel like her favorite. Spent a couple of summers with them in Magnolia. When ever in Arkansas it would just not do unless we at least had dinner. Condolences to Cynthia and family.
I grew in Bassett and knew Charlotte all my life, such a nice lady. Praying for her family. Rest in peace dear Charlotte.

Mrs. Oates and her family lived by us in old Marion years ago. They lived on Lynwood. My sincere condolences to her family.

So so sorry for your loss. Knew her for a long time. Harper too. She was a very sweet person!
Charlotte was one of my best friends and will be missed immensely. My thoughts and prayers are with the entire family. A special thanks to Cynthia and family for making her last months as comfortable as possible. She was probably my longest time friend since our mothers were friends in the 1930's before they were each married. May I see her again when my life in this present world is over.
