Billie Fern Phillips, 89, passed away in Mountain Home on April 19th, 2025. Billie was born July 3rd, 1935 to her parents Arthur ''Shorty'' Welch and Ruth Mitchell Welch in Yellville, Arkansas. She was raised around Yellville and went to school at Yellville-Summit where she graduated in 1954. She worked for the state in the Marion County DHS Office retiring after 30 years and one month in 1996. She loved to sew and piece quilts by hand (No machine quilting). In 1955 she worked at the goat milk factory in Yellville and met Marvin Phillips. They married in 1956 and to this union 6 children were born; 3 boys and 3 girls. Sons Billy Joe, Larry Wayne and Sammy Dean. Daughters Marcitia Lou, Lorna Sue, and Margie Ann.
She is survived by sons Billy Joe Phillips of Quinlan, Texas, Larry (Laura) and Sammy (Yvette) Phillips of Yellville, Arkansas; Daughters Lorna (Curtis) Casey and Margie (Roger) Bone both of Mountain Home, Arkansas; Two brothers Jim Welch and Edward Welch of Yellville; Two Sisters Dorthy Shelton of Yakima Washington and Jean Hyatt of Otto, North Carolina.
She was preceded in death by her husband Marvin Phillips, parents Arthur and Ruth Welch, 4 infant siblings and 3 brothers C.W. Welch, Johnny Welch and C.D. (Pinky) Welch, sister Marie Davis of Summit, AR., one daughter Marcita Bennett, and one great grandaughter Mallory Moore
She was a Christian and attended Main Street Church of Christ in Yellville until she moved to Mountain Home to be closer to her daughters.
She is survived by 15 grandchildren and 25 Great Grandchildren.
In lieu of flowers, the family asks that memorials be made to Main Street Church of Christ in Yellville, Arkansas. Services will be held at Roller-Burns Funeral Home in the chapel on Thursday, April 24, 2025, with visitation beginning at 10:00 a.m. and the funeral service at 11:00 a.m. Burial will follow at Promised Land Cemetery.
Services are in the care of Roller-Burns Funeral Home in Yellville, Arkansas.

Our thoughts and prayers are with you. Your sweet Mom had a long, fulfilling life. She had to be tough as nails to wrangle six kids into the adults that she was so proud of. Keep those precious memories close. So sorry we weren't able to come to her service.

Margie, I’m so sorry to read of Billie Fern’$ passing. I was around 10 years old when she and Marvin married; I was so happy to meet my sweet new aunt, Billie Fern and Euna (Leeroy’s late wife) were very special to me , we looked forward when Daddy would take us to visit many Sundays during those years. My sympathies to all of the family she cherished.

So sorry to hear about Billie Fern. She was a good lady and raised some great kids. Her and my mom was good friends in school and graduated together in 1954. Me and Sammy graduated together in 1981 and we was good friends. I pray God gives you peace at this sorrowful time. Thinking of all your family at this time.
Billie was an extraordinary woman. I’m glad I had the honor to know her she cared for her family tremendously she will be missed by all . She could make a very tasty peach cobbler too.
