Pamela Boyd Shields passed away to be with God on February 23, 2024. She was a beloved wife, mother, grandmother, sister and friend. Pamela was born in Wiesbaden, Germany February 27, 1952 to Capt. Robert Boyd and Lieutenant Retha Boyd who are both deceased. She leaves behind her beautiful and loving family, husband, Timothy Shields; son, Scott Crosthwait and his wife, Candice of Cabot, Grandchildren, Lauren, Cady, Tyler and Bradley. Great Grandchildren, Makenzie, Peyton, RJ, Rayley, Milly, Carson and Mia. Sisters, Roberta Billingsley (Robert) and Mary Trulock (Steven) and Nephews, Evan, Ryan and Andrews.

Pamela lived as a child in London, Goose Bay, Labrador, St. Charles and Little Rock and then was brought up in Jacksonville, Arkansas. She was always a force of nature wherever she went fighting for causes close to her heart. After obtaining a bachelor's degree and Masters in Education she taught at Mabelvale Junior High and Hall High School. She taught American History and was one of the first gifted education teachers in Little Rock. She joined the Navy Reserves at age 35 as an officer. Pamela was asked to go on active duty a short time later. She was inspired to enter the Armed Forces by her father who was an Air Force Pilot and Navigator and her mother who was a secretary to the War Crime Trials after WWII.

Her first station was at the Spokane Navy and Marine Corps Reserve Readiness Center, where she served as Executive Officer. It was at this time she met her beloved husband, Tim. Pamela and Tim soon moved to Honolulu as Pamela served as Executive Officer of the Marine Corps Reserve Center. Soon thereafter she went to the US Commander in Chief Pacific Command, where she served as the Assistant War Game Director and was awarded the Defense Meritorious Service Medal for a war game she directed.

Pamela's next duty was Naval Air Facility Washington D.C., where she served as an Assistant Training Officer and Instructor in their Terrorism Task Force. When she left active duty she was picked up by the Defense Intelligence Agency (DIA) Operating Base National Capitol Region and the Directorate of Measurement and Signature Intelligence. She spent six months in Qatar as a Senior Watch Officer of the Combined Media Processing Center (CMPC-Q), a 24/7 operation that dealt with translation and exploitation of captured electronic media and documentation from Iraq. Before she retired Pamela reached the rank of Commander in the U.S. Navy and was an original member of the Defense Intelligence Agency's J2 Task Force created after 9/11.

After she retired, the couple moved to Little Rock and Pamela became active with the Pulaski County Republican Women. She remained active in the community, serving as commissioner for the Arkansas Department of Veterans Affairs in addition to her role with Pulaski County Republican Women. She was also elected the second chair of the 2nd Congressional District of the Arkansas Republican Party. Pamela's family has fought in service to our country since the American Revolution. Pamela was a proud and active member of Daughters of the American Revolution.

So you see, she was a force of nature. She faced the obstacles of being a woman and a single parent, along with life's twists and turns she still became one of the most influential woman most of us will ever meet. If you knew Pamela, you would understand. Her proudest achievement was her son, Scott Crosthwait and her husband, Timothy Shields. She loved them fiercely. She also loved and was best friends with her granddaughter, Lauren, a local artist.

To all her friends and family, she wants you to know that she cared. Pamela cared for so many other countless people, veterans, friends and some she never knew. She also leaves behind many close friends from Jacksonville and those she and Tim met in Little Rock and in her Community Bible Study group. Pamela will be missed by so many of us but as she has mentioned before, "God has this."

As a farewell to this amazing woman go out and listen to her favorite band, the Rolling Stones. In lieu of flowers, please make a donation to the Arkansas Freedom Fund, a cause dear to her heart.

The Celebration of Life for Pamela will be 9:00 a.m. at the First United Methodist Church in Jacksonville, Monday March 4, 2024.

I’m so brokenhearted to hear about Pamela. We met through Ancestry Gene ology. We both found we were related through the Huddleston family. She came to see me. We spent several hours talking and sharing info. I did her papers to get her in DAR through Robert Huddleston, Revolutionary Soldier. I haven’t been on Facebook much because we’ve been traveling a lot. I’m so sorry for Tim and her son Scott and extended family she loved so much.

It came as a great shock to discover that Pamela had passed.
I have been out of the country for the last 7 weeks nursing my only brother and had not spent time on FB.
It was through FB that I met Pamela and over the years developed a good friendship.
We 'private messaged' a lot and exchanged Christmas cards and gifts over the years..
She had a particular love of Ireland and always wanted to return..
I was always hoping that she would and we could finally meet in person..
I'm heartbroken for you all..

Enduring the death of a friend is painful. You may have known them since childhood or recently or in between.

You may have seen them through major life milestones, and vice versa.

I have met Pamela Boyd Shields since my return to Arkansas in late 2016.

As many of you may know my family and friends reside overseas, we lost Phillips parents in 2016 and 2017. Then his youngest brother in 2018.
So my circle of family and friends was limited here in Arkansas.

Pamela came in and we clicked from day one we met, our military background and work were similar. We enjoyed sharing them together.

She was a well decorated Navy Veteran therefore she shared her stories with pride and I just loved them all.

She was an active and a professional woman. During our conversations she never failed to share her knowledge and experiences.

She called me Meeho and encouraged me to write, she read my daily quotes and told me she enjoys them.

She was excited about me joining a leadership opportunity, she was one of three who wrote me an amazing letter of recommendation.

A friend dying is like losing a family member. I’m still trying to process the death of my Pam, especially that it was sudden, it’s truly a big challenge.

I will never forget her or our conversations, I will continue what we started together with pride. She left our world yesterday but her legacy continues.

Rest well in eternal peace my hero

My thoughts and prayers are with Commissioner Sheilds family and friends. . I served with her on the Arkansas Veterans Commission and she was very passionate and steadfast in advocating for the needs of veterans throughout the state. She was NOT invisible and participated in a campaign highlighting the contributions of women veterans. She’s gone too soon and will be missed so much.

I’m so sorry for the sudden loss of Pam. My prayers go out to the entire family; asking God to provide strength and comfort during this sad time.
Pam had so many awards and titles to be proud of but my special memories are of my cousin, Pam. We had some great times together -she was always funny, loving and never afraid to stand up for her beliefs. It always fun when our families visited each other. One of our favorite things was sharing our love for Katy Keene comics (blast from the past)!

Because of distance we didn’t see each other very often but talked on the phone once in a while. For some reason , I had been thinking that I had not heard from her in awhile and should try to call. On Feb 8th, she contacted me ; wanting the recipe for my moms peanut butter fudge. My mom was Pam’s Aunt Micky -they so loved each other, making each other laugh so much! To me, hearing from Pam was a “God thing” with her passing only a short time after that. So glad that I was able to speak to her.
To Tim, Scot, Roberta and Mary Jane,and all the family, God bless you all. She will never be forgotten.

I knew Pam during our school years together in Jacksonville. I remember her beautiful smile and bright, intelligent eyes when talking with her in the cafeteria, at football and basketball games, and before and after our classes as we would make our way through each day. She was so friendly, and had such a good sense of humor and interest in so many things. I am not surprised one bit that she forged ahead in life in such an outstanding and dynamic way.

Tim,
Though I've only known you and Pam a short time "as new neighbors", I will be forever grateful for our friendship. Pam helped me load my terminally ill BIG dog in my SUV for his last trip to the vet. Pam and I will continue our friendship some day.

To Tim and Scott...where to begin...reading her obituary, I realized, to me, she was 'just Pam'. To the her family and the world, she was so much more. My first encounter with her was at Jacksonville Jr. High School. I learned early she was passionate and often fell prey to my passive/aggressive jabs. Even so, we always remained friends and could laugh at our differences. This held true right up to the time of our last visit.

Please know she will be sorely missed by the Jacksonville High School Class of '70. She was our 'spark plug' and always ready to things started when it involved any type of gathering.

From heh!, heh!, heh!! (inside joke)..we'll miss you, Pam. You left us much too soon. Rest well and healed in God's arms, Commander.

Pamela was a true American patriot, who wasn't afraid to speak up and point out where things could be better. She was a dear, dear friend. I spoke to her Friday morning and am so thankful I got to tell her how much I loved her. She was so full of life and happy her last morning on earth. I'm grieving with you, Tim, and family. Pam was so strong and deep here on this earth. I can only imagine what she’s like in heaven now. She’s complete and stress-free.

Pam was a tough, enlightened, and patriotic American. She was a pillar of strength and morally superior forvitude as an example and encouragement to us all.
