William Tim Phillips, 70, of Mountain Home, Arkansas passed away on August 16th 2023 at his home.
Tim was born in Watervliet, Michigan to Pete and Dorothy (Wolford) Phillips on June 27th, 1953. He married his wife, Joy, on May 20th, 1977. Tim worked for 25 years in law enforcement for Baxter County Sherriff and Mountain Home Police Department, and was a volunteer fireman for Mountain Home Fire Department. He enjoyed art and music including playing his Martin acoustic guitar.
Tim is survived by his wife, Joy (Hall) Phillips; one son Cody Phillips, two Grandsons; William Gavin Phillips and Silas Daniel Phillips; his two brothers in laws Buck Fountain and Micheal (Barbara) Hall; his sister in law Jeanie Hall and his nephews Jason Fountain, Shane Hall and Matt Hall. He is preceded in death by his parents Pete and Dorthy (Wolford) Phillips and one sister Pricillia Fountain.

The first time I saw Tim was in the transition room at Baxter Lab. We all waiting to change shift's. He looked lost, Like he didn't Belong there. I was new and felt the same. Then one day I see this guy walking to my house. And just like that, We started a Rock and Roll Band. BULLETT. I know I speak for the rest of the guys Tom and Randy. Rest Easy Buddy.
This guy right here was one of the good ones. He was always so kind and respectful and he was a good friend. He even came to our Girl Scout meeting to teach our girls about law enforcement and safety. We sure did love Tim. Rest in Peace my dear friend. My prayers are with your family.
Never worked a shift at MHPD where Tim wasn’t smiling, enjoyed working alongside him. Prayers to his family.

I met Tim in 1988 when he began work at the MHPD. We worked together for the next 11 years. I consider it an honor and a privilege to have been his friend. There really isn't room to list all of the wonderful things about Tim, so my summary is "I consider Tim Phillips to be one of the finest men I have ever known". Joy and Cody, you have my sincere sympathy on the loss of such a truly great man.

I was greatly saddened to hear of Tim's passing. We know his spirit is whole again and he will meet eternity as he once was. I miss the things we shared and the time spent with y'all all those years ago. He left a mark on my life as he did with so many others. I will always remember those years. I worked with Tim at the Sheriff Office and was always amazed at his many abilities, a great friend and a mighty good artist too.

I am so sorry for your loss. My mom always had a story she always loved to share from her years of owning and operating Radio Shack and having so many officers in the store. He favorite though was when she disarmed Officer Phillips with her hair. My mom very thick, long hair and it caught his gun belt as she walked past. They both would have a good laugh over it!
So very sorry for your loss of Tim. We have known him for years and always enjoyed seeing and talking with him. Even though we haven't seen you all in a while, we still thought of you. He was always a person that had a smile on his face and a laugh. Heaven has gained a good one,

My heart aches when I heard Tim passed on, but I know he is in the arms of God now. There are too many stories to tell. Tim was a very honest, genuine, talented artist, and a man of integrity. I enjoyed our talks about our Native American ancestry. I learned a lot about the Lakota and he listened with interest about the Choctaw. Going to miss our talks. My heart goes out to you Joy and your family. Tim always loved stopping by to see his big cats the cougars. Heade sure everyone came out to meet us and see his cats.
