He is preceded in death by his mother, Mary Margret Higgins.

Philips is survived by his father, Lovell Ashley Higgins; daughter, Mollie Higgins; brothers, Jonathan Higgins and Charles Higgins and sisters, Sarah Higgins and Hannah Campbell.
