Billy ''Pop'' Carroll Starks, Sr., 74 of North Little Rock, passed away Friday, June 2, 2017 at North Metro Medical Center in Jacksonville, Arkansas.
He was born February 25, 1943 in Des Arc, Arkansas to Ralph and Irene Starks. He served in the United States Marine Corp and was a member of The American Legion. Bill retired from the State of Arkansas where he worked as a Field Investigator for Arkansas Department of Human Service.
Bill is preceded in death by his parents, sister and brother.
He is survived by his wife, Orah ''Irene'' McNeese Starks, and his only daughter; Vicki Starks Feliu (Jose) of Dunn, North Carolina, two sons; Billy C. Starks, Jr. (Brigetta) of North Little Rock and Jeffery Starks (Stacy) of Sherwood, and five grandchildren.
A Memorial Service will be held at 11:00 A.M. Friday, June 9, 2017 at Roller-Owens Funeral Home Chapel, 5509 John F. Kennedy Blvd., North Little Rock, Arkansas, 72116. 501-791-7400. Visitation will be thirty minutes prior to the service.
Dearest Irene, Vicki, Billy, Jeff & all the Starks family ~ my heart is with you all during this very difficult time! Your husband, dad & friend loved his family with his everything! He will live on through your lives & in your heart! He is missed but we will all be reunited again in Heaven! May the Lord comfort you in the coming days! I can see Bill's smile & how he loved life!
