Russe Quinlan Allen, 61, of Little Rock, AR., passed away April 16, 2018. He was born August 6, 1956 to his parents Willard Allen and Joyce Bilyeu Allen. He was a heavy machine operator and member of Mission by the Creek Baptist Church.
