James R. Cheek, 75, of Little Rock, passed away, Saturday, May 14, 2011. He was born on April 27, 1936 in Decatur, Georgia, the son of Dorothy Webb Cheek and Woodrow Wilson Cheek.
A career diplomat who served in Latin America, Africa, Asia, and Europe, James Richard Cheek was United States Ambassador to Argentina from June 1993 until December 1996. Prior to that, he was a member of President-elect Clinton's transition team at the State Department, following an assignment as Ambassador to Sudan from 1989-92. He was Acting Ambassador and Chief of Mission to Ethiopia during the great famine from 1985-88, and was a Deputy Assistant Secretary of State for American Republics Affairs from 1979-81, during which time he was also Acting Ambassador to El Salvador. Ambassador Cheek was also Deputy Director of Regional Affairs, Bureau of Near East and South Asia affairs at the State Department, 1975-77.
Joining the State Department as a Foreign Service Officer in 1961, Ambassador Cheek's assignments overseas included tours at our embassies in Santiago, Chile; London, England; Rio de Janeiro, Brazil; and Managua, Nicaragua. He was Deputy Ambassador in Montevideo, Uruguay (1977-79) and Deputy Ambassador, Katmandu, Nepal (1982-85).
In 1997, James and his wife, Carol, returned home to Little Rock to be with their family. He is survived by his daughter Leesa Ferguson; sons Forrest and Surya, all of Little Rock; granddaughters Mallory Ferguson and Alexandria Cheek; and grandson James Cheek.
The family will receive friends at Roller-Chenal Funeral Home, (501)224-8300 from 11 a.m. until 12 p.m., Wednesday, May 18, 2011, followed by a brief celebration of life service.
In lieu of flowers, the family requests that donations be made in James' memory to Heifer International, #1 World Avenue, Little Rock, Arkansas 72202.

I knew Jim from his time in Addis Ababa during the terrible famine that took so many lives. It is one of the privileges of my life to have met people like him who respond effectively and nobly to such tragedies. His extraordinary warmth and humanity set him apart from the average diplomat. My sincere condolences to the Cheek family.
We both very saddened to hear of Jim's passing- and also of Carol's death a few months ago. We have wonderful memories of great times in both Nepal and Ethiopia - and of a very happy week together in Ireland back some years ago. A career Foreign Service Officer, Ambassador Cheek served a long and illustrious career as a diplomat. As U.S. Ambassador in Argentina from July 1993 until December 1996, he was a vibrant and very popular representative of the American people in Buenos Aires. He is still remembered fondly by Argentines for his friendliness and humble service in fostering warm relations between the U.S. and Argentina.

It was an honor to have worked for Ambassador Cheek - a true gentleman.
I officialy received James and his team from the US Embassy in Argentina during April 1994. They visited our town Esquel when I was Undersecretary of Economic Development of the province of Chubut. He enjoyed a lot our National Park Los Alerces and our Old Patagonian Express. Our major Ubaldo Ongarato offered him a little reproduction of an steam locomotive dedicated to his son and he showed emotion. He offered us all kind of help to promote investments and to solve local problems. Once he finished as Ambassador, he always remembered our region with love, writing nice articles about our National Park Los Alerces and supporting students as fellows in US. I will conserve his personality in my mind and heart. The Jefferson's cup he gave me as symbol of friendship will be always used remembering this very good man and his realtives.
George and I met Ambassador and Mrs. Cheek on our second tour in the FS and his first as a poloff in Khartoum. After the evacuation due to the lst Gulf War, George received an award from Ambassador Cheek. Mrs. Cheek helped me learn what the wife of a senior officer should be and do. We had many pleasant conversations. We were so happy to hear of their posting to Argentina. Our condolences to the family.
We were so saddened to learn of Ambassador Cheek's passing. We had the honor to work with the Ambassador and Carol in Sudan from 1989 to 1991. hey were among the warmest and human representatives of America we ever had the pleasure of meeting. We will always remember one 4th of July the Cheeks set up --- hot dog stands and a feel of Americana. The Sudanese were mad at us that month so they boycotted -- more great American food for the rest of us.

Also on behalf of my wife Frauke I would like to express our deep sorrow with regard to the passing of Jim Cheek. We knew each other from our stay in Addis Ababa in 1987-88. Both Jim and I were Chiefs of Mission (Chargés d’Affaires a.i.) at the time in respectively the US and Dutch Embassies. Career-wise Jim was, just like me, a ‘jack of all trades’ but Jim was undoubtedly a ‘master’ of many of them.
Frauke and I cherish the fondest memories of our friendship with Jim and Carol in Ethiopia and although we parted ways thereafter (such is life, by definition, in the foreign service), we were very happy to see the Cheeks twice again at the famous Ethiopia reunions in Bratislava, co-organized by Jim’s colleague and close friend Dr Rick Machmer and Dr Eduard Kukan, the Czechoslowak ambassador to Addis at the end of the eighties and his wife Zdenka.
We wish Jim’s children much strength in these sad days. May the outpouring of sympathy, from friends and strangers and the comfort in knowing that your loss is felt by many, help you through this difficult time.

Paying tribute to the memory of an American Colleague and Friend who, through his professional skill as well as his human qualities, brought an important contribution to a collective international effort to combat human suffering under exceptionally difficult times and circumstances.
We served with Jim in Addis and remember Jim, Carol and Surya fondly. As I understand it, Jim was in Kabul and Addis Ababa because his strongly held views on Central America conflicted significantly from those of the Administration of the moment. Jim made the best out of his staff and wasn't afraid to hear differring views. He will be missed.
My husband, Joseph Strugala, and I served with Ambassador Cheek and Mrs. Carol Cheek in Khartoum, Sudan in the early 1990s. We have very fond memories of our contacts with them, as they were always very welcoming, gracious and helpful. They were fantastic dinner guests too--patient, chatty and very forgiving of culinary mishaps.
Ambassador Cheek was also very supportive of his staff and very approachable, which we also appreciated. He was a very friendly person who wanted people to feel at ease, notwithstanding his high position and rank.
Joseph and I extend our sincere condolences to Carol and the rest of the Cheek family for their great loss.

Dear Leesa, Forest, and Surya,
Carolina and I are so very very sorry to hear about your Father.
We first met you all in 1971 in Managua, Nicaragua where Jim was my boss in the Political Section of the American Embassy. I was a third tour officer and this was my second go at Political work but the first time in an Embassy. I had also done political work on my first tour at the Consulate General in Guadalajara, Jalisco, Mexico.. I learned a tremendous amount from your Dad who was always a hundred percent supportive.
But my most vivid memory is of the Earthquake in December 1972. My Mexican girlfriend, now my wife, Carolina, had just arrived in Managua to spend the Christmas holidays with me when my house came tumbling down on top of us. Carolina, the maid, and I were trapped by the rubble in the patio and after the second shock you could hear gas escaping. I reported this on my radio and called for help. Very very soon I heard your Dad calling from outside the house and he and the neighborhood night watchman dug us out of the rubble and took us out to your home in Las Colinas where your Mom was a most supportive hostess. Your parents were towers of strength within the Embassy community, of course the chancery had been destroyed, during that most difficult time and i will never forget your Dad's quick action and bravery in rescuing us in a time of utter chaos.
Jim and Carol visited us in both Paris and London and we always had a wonderful time together. And we saw them frequently during periods when we were in Washington learning langages and serving in the Department. And if all had gone well your Dad, Tom Odonell, and I would have been in Berlin together at this very moment. Buit that was not to be.
We very much miss both of your parents. Please accept our most sincere condolences. We wish the three of you all the best, becoming an orphant is a very difficult challenge no matter what your age.
Finally if any of you should happen our way either here in Wyoming or at our house in Guadalajara where we spend the winter we would be most eager to host you and yours.

Jim and I were in the same Foreign Service entering class in September 1961. He was a devoted member of the Foreign Service, supportive of his colleagues and had the courage of his convictions.
James Cheek was an incredibly generous man who was capable of great feats of unconditional love. I feel blessed more than I can express to have known him. All my love and prayers go to his surviving family.
Jimmy Cheek was an exemplary public servant and diplomat: generous, simple and humble. Always serving the interests of his Country.
I was invited to his residence in Buenos Aires on two occasions in 1996, the year of the Atlanta Olympics.
Every time I was in his presence, the last was in 2005 in Bratislava, Slovakia, he made his country look good, made American Diplomacy look better, and his human quality was always felt by those present.
Jim, we will miss you dearly.
Jim Cheek was a friend and colleague, but even more he was also an inspiration of how a diplomat could maintain a moral center and personal integrity in service to the best of U.S. interests. After the devastating 1972 Managua earthquake, where the Embassy collapsed and the downtown was destroyed, Jim, was the person around whom our efforts coalesced that night; he became the leader of those who converged on the scene to rescue personnel trapped in the rubble, travelled across the burning city to rescue another, and gave Washington its first on the scene reporting. In the days that followed, he earned and was given the Department's prestigious "Rivkin Award" for clarity and creativity of his analysis.
Throughout all of this and for the years I knew him, he maintained a genuine modesty and simple decency, which were even more a part of him than his courage and integrity. My sincere condolences to the family who can be genuinely proud of him and his legacy.

We send our deepest sympathies to James' family. We were friends in London in the Sixties, and have fondest memories of the Cheeks.
I served under Jim Cheek at the U.S. Embassy in Buenos Aires, Argentina, from 1994 to 1996. He offered respect for my opinions, tolerance for any misguided enthusiasm of youth, and thoughtfulness regardless of rank.
I learned from him how to live the simple and old-fashioned maxim that leadership in public service is service.
He and Carol opened Villa Bosch, the ambassador’s residence in Buenos Aires, to my wife Sandra and to me on the day of our wedding and hosted a memorable reception. The setting was, of course, lovely, but I recall with greater appreciation that simple and generous gesture of opening their home to us, and the gracious manner in which they received our families and friends.
We miss them both, and offer to the entire Cheek family our condolences and most profound sympathy.
I was Jim's secretary at Embassy Addis Ababa, Ethiopia, and later I was thrilled when he asked me to work for him at Embassy Buenos Aires, Argentina. Jim and Carol were absolutely my most favorite Foreign Service "bosses." Although these two postings were completely different -- in size, culture, importance -- the Cheeks were always the same wonderful, down-to-earth people who made us all feel important and who were kind, generous, and caring of everyone they met and interacted with. Thanks to Jim and Carol, I have great memories of life on the Addis Ababa compound, as well as my Buenos Aires posting. The Cheeks were without a doubt the best representatives of the United States overseas. My deepest sympathies to Forrest, Leesa, and Surya -- you should be proud of your parents and comforted by all these good wishes from so many admirers of Jim and Carol all over the world.
I was Jim Cheek's secretary when he served as Deputy Assistant Secretary of State for Inter-American Affairs -- the ARA bureau, now known as WHA. He was a gentleman with an unflappable demeanor. My sincere sympathy goes to his family, friends and colleagues.
I had the honor of serving under Ambassador Cheek in both Ethiopia and the Sudan. We were both colleagues and, including Carol, friends ever since the 80's. My Foreign Service career lasted 35+ years. I never had a better and more caring Ambassador thatn Jim Cheek. May both their souls rest in peace.

Working with Ambassdor Cheek and his wife in Argentina (1995-97) was a great pleasure and an honor. He was the model of what an Ambassador should be. The signed photo of him, me and my press staff, with an appreciative message, hangs prominently in my office today. I thought of him often.

Jimmy, I am going to miss our conversations and dinners very much. You have always been my brother in my eyes, not just a brother-in-law. Jim and my late husband, Harold Meeks were very good friends throughout the years. When Harold passed away one year ago, Jim told me to call if I ever needed anything and gave me his card. When his Carol passed one of the first things he said to me was
'I am joining you in grief.' Jim was one of the finest men I've ever met. When Harold and I were married Jim drove all the way to Evansville by himself for our wedding at our church here. Today when I heard the sad news I felt like I had lost another piece of my Harold. Because shared memories of someone is what one has after a loved one is gone.
My health prevents me from being there in person. However, my heart and my prayers are with you children and your families.

I worked with Jim when I was a junior officer in the late 1970's. I always admired him for his integrity and professionalism and was charmed by his Southern drawl and his quirky smile and sense of humor. He stood up for human rights in Central America and paid the price when Ronald Reagan became President. Jim never complained but went ahead serving in difficult places. I was very happy when President Clinton named Jim to be Ambassador to Argentina. Your father represented the very best in the U.S. Foreign Service and I am proud to count him as a former colleague and friend.
Jim was my wonderful colleague in Addis Ababa in the mid-'80s: very well informed, wise of judgment, ready to share views. You could tease by saying that if you started a conversation with him you wouldn't get a word in.
In his early posting in London he acquired a taste for British theatre (normal) and British beer (unusual for an American). After his retirement he and Carol would sometimes use air miles to spend a week in London: they would attend a couple of theatres, and then Jim would as likely as not be found in a pub. My wife and I performed him at least one service in introducing him to a country ale. May they rest in joint peace.
America has lost a true patriot, the world has lost a great man. Uncle Jimmy devoted his life to ease the burdens of a great manyy peoples all over the globe. Because he saw America as a great humanitarian power, rather than a militaristic one, he was ostracized by the incoming administration in 1980 to some of the worst postings in the Foreign Service, at the absolute worst of times. However, instead of complaining, he and Aunt Carol rolled up their sleeves and went to work, saving countless thousands of lives and advancing America's stature in this world as a nation that truely cares about humanity. Surely a man who has bore witness to the greatest of human sufferings is now enjoying the grandest of God's gifts. We will all miss you tremendously Uncle Jimmy, you left us too soon. May God bless our family in these trying times.

Your father was a great American, who demonstrated integrity, intellectual courage, and a kind and caring disposition. His respect for foreign cultures, his love of foreign countries and their citizens, and his energy to take on some of the toughest assignments in the Foreign Service has always been an inspiration to all of us. We know that he single-handedly prevented famine and human suffering in his assignments, but he was always low key and humble about his enormous accomplishments. Jim Cheek was never one to seek the easy jobs.
I had the pleasure of working for him, and then he honored me by swearing me in 2000. David and I offer our prayers and deepest sympathies for you, his other family members, and his friends. He will be sorely missed by his colleagues and by those to whom he taught so much about our profession and about how to represent our beloved country.
James was a patient of mine for many years. He was a wonderful man, with a world of knowledge. I always enjoyed visiting with him when he came in for his dental appointments and I would also see him at the LR Athletic club. He will truly be missed.

On James R. Cheek departure for eternity I can´t but feel sorrow for this man who lived among us as the Ambassador of the US in Argentina but in a way that made our people think that he was also one of us. A real great person. Let God keep him in his holy glory.

Mis condelencia a su familia y amigos, tuve la oportunidad de conocerlo el año pasado en el Estadio de San Lorenzo de Almagro, conversamos por un largo rato despues del triunfo contra River Plate,(vino solo a ver el partido) nos sacamos unas fotos con mi hijo y me estuvo contando que estaba retirado en el campo, se lo vio muy contento y me resulto una persona encantadora. James R. Cheek was a friendly, pleasant and down to earth human being. He was the most popular of all american ambassadors of the last fifty years. He acted like a local and his inclination for San Lorenzo football club made him one more of us. Very often present in football matches and poor provinces he will be remembered as a very good friend of Argentina. We will miss Mr. Cheek.
